(c)本项目的特定资格要求：3.根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。
4.其他资格要求：
1)具有独立法人资格，其经营/业务范围符合本项目要求；
2)参加政府采购活动前三年内，在经营活动中没有重大违法记录；
3)同时具有建筑工程总承包三级及其以上资质或专业承包建筑装修装饰工程二级及其以上资质，且具备有效的安全生产许可证；
4)项目拟派项目经理：建筑工程专业二级或以上注册建造师执业资格。该项目负责人以在上海市建筑建材业网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外）(磋商响应文件递交时不得调整，不得有在建项目)。
5)“投标人”、“法人代表”及“项目负责人”近三年来无行贿犯罪记录；
6)按照《关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号）投标人须具有良好的信用记录；
7)本项目（☑是□否）专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须提供《中小企业声明函》；

Others: 1) Possessing independent legal person status, with a business scope that meets the requirements; 2) No major illegal records in the three years prior to participating in government procurement activities; 3) Simultaneously holding a general contracting qualification for construction projects at Third or above, or a professional contracting qualification for building decoration and decoration projects at Secondary or above, with a valid safety production license; 4) Project managers: Qualifications of Secondary or above registered constructors in the construction engineering field. No record of ongoing projects. 5) No record of bribery crimes in the past three years; 6) Possessing a good credit record; 7) This project is specifically designed for small, medium, and micro enterprises. If the supplier is a small or medium-sized enterprise, it must provide a "Declaration Letter for Small and Medium-sized Enterprises".

根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。

Bidders should encrypt and upload their bid documents as early as possible before the bid deadline,notify the project leader by phone for receipt, and promptly check the receipt status on the Government Procurement Cloud Platform, print the receipt receipt to avoid the situation
