(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）从事城市园林绿化项目的施工企业，应持有效的营业执照；施工现场项目管理与工程规模相符合；
（5）项目组成员最低应为 5 人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各 1 名。项目负责人须具有上海市园林绿化工程从业人员项目负责人电子卡；
（6）本项目专门面向中小企业采购。        

(c)Specific qualification requirements for this program: (i) Conforms to the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
(ii) Has not been included in the lists of persons subject to enforcement for breach of trust, parties involved in major tax violation cases, or records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn);
(1) Conforms to the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Has not been included in the lists of persons subject to enforcement for breach of trust, entities subject to major tax violations, or records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn);

2、供应商应在响应截止时间前尽早加密上传响应文件，并通知代理单位，及时查看签收情况，以免因临近响应截止时间上传造成采购代理机构无法在开标前完成签收的情形。未签收的响应文件视为投标未完成。
